Multi-plane Victorians with a shingled facade, a flat rear field, parapet work, and partial decking replacement climb well past $40,000. Commercial and mixed-use flat roofs price per square foot rather than per house, typically $9-$18 installed depending on system and access.
Four things drive the number more than anything else. Access comes first: no dumpster space on the street, a rear-only ladder set, or a three-story walk-up all add labor hours before a single shingle is removed. Decking condition comes second — nobody can see the sheathing until tear-off, which is why honest quotes carry a stated per-sheet rate rather than pretending the number is fixed. Third is layer count, since two or three existing layers double disposal weight and fees. Fourth is detailing: skylights, chimneys, parapets, and roof penetrations are where the labor hides.
